Project Highlight: Mother Teresa Place

Mother Teresa Place is Grand Valley Catholic Outreach's most recent permanent supportive housing community designed specifically to provide long-term housing and comprehensive supportive services for older adults experiencing homelessness. Opened in April 2025, the development offers 40 permanent supportive housing apartments, all reserved for households earning 30% of Area Median Income (AMI) or below, creating a stable home for some of the community's most vulnerable residents.

Developed through a strong partnership between Grand Valley Catholic Outreach and the City of Grand Junction, the project reflects a shared commitment to expanding permanent supportive housing and addressing chronic homelessness through housing paired with intensive wrap-around services. The City supported the project through the donation of the land for the development site, a $1,846,745 American Rescue Plan Act (ARPA) investment, and $36,994 in Community Development Block Grant (CDBG) funding, helping transform an underutilized property into a community that provides dignity, safety, and hope.

Mother Teresa Place serves individuals who have often experienced years of homelessness, untreated physical and behavioral health conditions, and significant trauma. Every apartment is supported through a State of Colorado Department of Housing Project-Based Voucher, ensuring affordability for extremely low-income households while allowing residents to remain housed as they work toward improved health and stability.

Residents receive ongoing support through two full-time Case Management Advocates who provide intensive, individualized services tailored to each person's needs. Services include benefits navigation, connections to primary and behavioral healthcare, housing stability planning, life skills development, and advocacy. By combining permanent housing with wrap-around support, Mother Teresa Place helps residents regain independence, improve their health, and rebuild their lives.

The impact of the project has been immediate. The community reached 100% occupancy by January 2026, demonstrating the significant need for permanent supportive housing in Grand Junction. Since opening:

  • 3 residents have successfully obtained SSDI/SSI benefits through intensive case management.
  • Approximately 40% of residents have been connected with ongoing mental health and primary care providers.
  • Residents continue to experience greater housing stability, improved physical and behavioral health, and renewed opportunities for independence.

Mother Teresa Place also contributes to Grand Junction's statewide housing commitments. The development added 40 permanent supportive housing units that counted toward the City's 2026 Proposition 123 housing commitment, supporting Colorado's goal of increasing affordable housing opportunities while addressing homelessness.

Mother Teresa Place directly advances several of the City's long-term housing goals by:
