🏡 Big things are happening at Juniper Grove!
If you've driven by 28 Road recently, you've probably noticed construction equipment on site and significant earthwork underway. What you're seeing is the beginning of Juniper Grove, the first residential neighborhood within the larger Salt Flats development and one of the most exciting new homeownership opportunities coming to Grand Junction.
Developed by Rural Homes, Juniper Grove will include 48 homes on 48 lots, featuring a mix of detached single-family homes and duplex homes designed to create attainable homeownership opportunities for local families. The neighborhood will also include a lot dedicated to one home with an in-home childcare, helping support both housing and family needs within the community.

The project continues to make significant progress. Earlier this month, Rural Homes received conditional approval of the Salt Flats Filing 1 Final Plat, confirming the project's compliance with the City's Comprehensive Plan and Development Code. Engineers have submitted the final construction plans, public improvement bonding has been secured, and construction financing is in place.
Meanwhile, construction activity is well underway. Site clearing and grading have been completed, foundation overexcavation has begun, and the neighborhood detention pond has already been excavated. Recent aerial photography shows the future home sites beginning to take shape as crews prepare for vertical construction.

The Ascent project also received a major boost earlier this year with the award of $1.95 million in Proposition 123 Concessionary Debt funding, helping advance future phases of development and expand housing opportunities for Grand Junction residents.
Looking ahead, one of the next major milestones of the Ascent Project will be the anticipated LIHTC (Low-Income Housing Tax Credit) allocation in July/August 2026, which would support the development of 144 affordable multifamily homes serving households earning between 30-70% AMI, with a project average of 58% AMI. The application was submitted on December 17, 2025, and completed the City's review process in approximately 5.5 months.The project team continues to make substantial progress behind the scenes as well. Engineers have delivered the signed and stamped Construction Plat Set to the City, and the pre-construction process is underway, with coordination meetings continuing as the project moves toward full construction.
Rural Homes has also secured key financing milestones, including providing the required performance bond to the City of Grand Junction for public improvements through the Development Improvement Agreement. In addition, construction loan financing and bridge loan funding have been secured through nonprofit partners, helping ensure the project remains on track.
On the ground, visible progress is already taking shape. Site work is underway, the early grading permit has been obtained, clear-and-grub operations have been completed, foundation overexcavation has begun, and the detention pond has been constructed. These important infrastructure and site preparation activities are laying the groundwork for future homes and a thriving new neighborhood.

The application was submitted on October 14, 2025, and completed the City's review process in approximately 7.5 months, supporting the City's housing production goals under Colorado's Proposition 123 program.
Under the Master Plan, five future filings will each be submitted for final approval. These filings may be processed and approved independently and are not required to proceed in numerical order.

These improvements are laying the foundation for one of Grand Junction's most significant future housing developments. Phase 1 includes the extension and expansion of critical public infrastructure, including Grand Avenue improvements, the 28 ¼ Road expansion, water and sewer utilities, storm drainage, electric, gas, fiber, landscaping, irrigation, and multimodal transportation connections designed to support future residents and businesses.
Many residents have asked how these improvements are being funded. The answer is through a unique partnership between the City of Grand Junction, the State of Colorado, and the property owner. In November 2024, the City was awarded a $2 million More Housing Now grant through the Colorado Department of Local Affairs' Energy and Mineral Impact Assistance Fund (EIAF). The program was specifically created to help communities address infrastructure barriers that prevent affordable and attainable housing development.
The City contributed an additional $800,000 local match, creating a $2.8 million investment in Salt Flats Phase 1 infrastructure. In addition, the seller contributed another $1 million toward infrastructure improvements, helping accelerate the project's readiness for future development.

Why is this investment so important? Housing doesn't happen without infrastructure. Before homes can be built, communities must first invest in roads, utilities, drainage systems, sidewalks, lighting, and transportation connections. These improvements remove one of the largest financial barriers to future housing development and position Salt Flats to become a vibrant mixed-use neighborhood that will provide much-needed housing opportunities for Grand Junction residents.
The infrastructure work underway today may look like roads, pipes, and streetlights, but it represents something much bigger: the groundwork for future homes, future neighborhoods, and future opportunities for our community.

About the Team
Volunteers of America National Services (VOANS) and MGL Partners were selected through the Grand Junction Housing Authority’s Request for Proposals (RFP) process to develop the northwest portion of the Salt Flats site. This partnership will deliver a high-quality, mixed-income rental community for veterans and older adults (age 55+) through 62 affordable apartment units serving households within an average median income of between 30% and 60% AMI.
Together, VOA and MGL bring a blend of mission-driven, service-enriched housing expertise and private-sector development experience—ensuring the Salt Flats community will be both sustainable and inclusive, with a long-term focus on quality design, livability, and resident success.
Volunteers of America National Services (VOANS)
As one of the nation’s largest nonprofit housing and service organizations, Volunteers of America National Services (VOANS) operates over 400 properties nationwide and is recognized for creating service-enriched communities that foster dignity and stability for residents. In Colorado, VOA has developed and manages more than 1,900 units across 28 properties, serving families, seniors, and individuals experiencing homelessness. VOANS has over 360 units and 9 properties on the western slope including Grandview Apartments in Grand Junction. Also, in September, 2025 they opened Rendezvous, a new age 55+ community in Montrose.
For the Salt Flats development, VOANS will lead the supportive housing and resident services component, providing case management, resource coordination, and long-term housing stability supports in collaboration with local partners. Their Colorado team, led by Vice President of Regional Real Estate Doug Snyder, will oversee all phases of development—from financing through construction and through stabilization in conjunction with MGL Partners.
VOA Colorado will also serve as the property management agent under the leadership of Vice Present of Affordable Housing, Cathy Vannerson, who brings more than 35 years of experience in affordable housing management. With an average HUD REAC/NSPIRE score of 97 across its statewide portfolio, VOA maintains a reputation for high-quality, well-maintained housing that prioritizes safety, compliance, and resident satisfaction.
MGL Partners
Founded in 2004, MGL Partners is a Denver-based real estate development firm that has developed or acquired more than $1 billion in multifamily housing throughout Colorado. The firm specializes in market-rate, affordable, workforce, and senior housing, with a strong emphasis on public-private partnerships and creative financing.
For the Salt Flats project, MGL serves as the Turnkey Developer, managing all aspects of design coordination, financing, and delivery for the mixed-income rental community. MGL’s portfolio includes award-winning projects such as Lumien Apartments in Durango, Crisman Apartments in Longmont, and Tammen Hall in Denver—all affordable housing developments that successfully leverage Low-Income Housing Tax Credits and state and federal partnerships.

A long-standing leader in the construction industry with over 450 employee-owners and eight regional offices, FCI has extensive experience with complex housing and public projects across Colorado and the Western Slope.
Their recent portfolio includes Basalt Riverfront Townhomes, Village Cooperative of Grand Junction, and Two10 at Eagle Ranch, all affordable or mixed-income housing communities of similar size and scope. FCI brings a collaborative, open-book approach to construction management, ensuring quality, transparency, and on-time delivery for Salt Flats.
Special Limited Partner: Grand Junction Housing Authority (GJHA)
The Grand Junction Housing Authority (GJHA) will serve as the Special Limited Partner on the project. Established in 1978, GJHA owns and operates 785 affordable apartments and administers over 1,100 vouchers across Mesa County. GJHA has successfully implemented numerous LIHTC projects—including Village Park, The Highlands, and 2814—and is a trusted partner in developing and managing high-quality affordable housing in the Grand Valley.
With deep community roots and decades of experience, GJHA provides critical insight into local housing needs and ensures the long-term affordability and operational success of the Salt Flats development.
Architect: Shopworks Architecture
Shopworks Architecture is a Denver-based firm nationally recognized for its expertise in affordable and supportive housing, mixed-use infill, and trauma-informed “Dignified Design.” Their portfolio includes projects such as Cadence (Fort Collins), Brandon Courtyard (Denver), Espero Apartments (Durango), and Laurel House (Grand Junction)—all designed to promote dignity, connection, and community.
For Salt Flats, Shopworks will lead architectural design, emphasizing sustainability, accessibility, and wellness-focused spaces that align with Grand Junction’s vision for inclusive, service-oriented development.

Jan 2025 - Acquisition of the Salt Flats Property
Salt Flats Project has finished this stageThe City received a $2.2 million Proposition 123 grant from the Colorado Housing and Finance Authority (CHFA) Land Banking Program, which funded, in part, the property’s acquisition.
Additionally, the City provided a $1 million match to secure the CHFA grant. Further supporting the project, the City was recently awarded a $2 million More Housing Now grant from the Colorado Department of Local Affairs (DOLA) to fund critical public infrastructure improvements on the site. These infrastructure investments will further reduce development costs, ensuring affordability for future residents.

August 1, 2025 - Volunteers of America/MGL submit 4% LIHTC application to CHFA
Salt Flats Project has finished this stageOn August 1, 2025, Volunteers of America in partnership with the Grand Junction Housing Authority and MGL serving as turn key developer submitted their 4% Federal LIHTC application to the Colorado Housing and Finance Authority on behalf of the Senior/Veteran Multifamily Project at the Salt Flats. The 4% LIHTC funding is extremely competitive and often receives 4 applications for every 1 that is selected. Notifications of awards is anticipated in November 2025. If awarded, construction on the project is anticipated to begin by Winter 2027 with completion in Spring 2028.

Salt Flats Project has finished this stageOn August 20,2025 - City Council approved 3 items pertaining to Brikwell's The Ascent at Salt Flats, a 144-unit mixed-income housing project.
1. Ordinance 5275 - 99-year Land Lease
Ordinance 5275 authorizes the City Manager to execute a lease agreement with Brikwell for 4.42 acres of City-owned property at the Salt Flats site for the Ascent Project. Approval of this ordinance grants Brikwell a 99-year lease for the southern parcel on the west side of the Salt Flats site.This long-term lease provides Brikwell with the site control necessary to apply for competitive funding sources, including state and federal grants and Low-Income Housing Tax Credit (LIHTC) financing. The lease structure supports long-term affordability goals while reducing upfront development costs, with the intent to eventually subdivide the parcels and transition the property into ownership.

2. Resolution 51-25 – Letter of Interest for Equity Partnership
Resolution 51-25 authorizes the City Manager to enter into a Letter of Interest (LOI) with Brikwell to explore a potential partnership for the Ascent at Salt Flats project. Under this framework, the City’s contribution of the parcel’s estimated $2.52 million value would be provided as an in-kind equity investment rather than a cash contribution. In return, the City may receive an ownership interest in the project on future revenues, allowing for potential future returns on the value of the land. Brikwell would be responsible for securing project financing—including LIHTC, private debt, and other sources—as well as assuming construction and operational risks. This LOI establishes parameters for continued discussions but is not a binding agreement. A formal agreement—contingent on the subdivision of the lot and Brikwell securing LIHTC financing—would be finalized through a legally binding contract, subject to City Council approval at a later date.3. Resolution 52-25 – Letter of Interest for Parcel Conveyance Negotiations
Resolution 52-25 authorizes the City Manager to enter into a Letter of Interest (LOI) with Brikwell to initiate negotiations for the potential sale of approximately 4.42 acres within the City-owned 21.78-acre Salt Flats property. The LOI represents Step 2 in the process and outlines the City’s conditional commitment—dependent on subdivision of the lot and Brikwell’s receipt of LIHTC financing—to contribute the parcel’s land value, estimated at $2.52 million, as an in-kind equity investment rather than a cash outlay. The LOI establishes negotiation terms for a reduced-price purchase of $0, contingent on subdivision and securing Proposition 123 or other financing. Rural Homes intends to subdivide the property further and utilize a fee-simple homeownership model with deed restrictions, rather than an HOA, to simplify mortgage underwriting and reduce monthly costs for buyers. This approach supports long-term affordability while maximizing homeowner equity.2. Resolution 62-25 – Letter of Intent for Vertikal
Resolution 62-25 authorizes the City Manager to sign a Letter of Intent (LOI) with Vertikal for the conveyance of three lots, totaling approximately 3.42 acres, within the Salt Flats site. Vertikal proposes to develop approximately 43 for-sale homes, including 21 deed-restricted affordable/workforce units for households at or below 100% AMI, along with additional attainable and market-rate homes. This LOI establishes the City Managers ability to negotiate terms for Vertikal’s reduced-price purchase of $100, contingent on subdivision approval and securing Proposition 123 or other financing. Vertikal intends to use modular/off-site construction to lower costs and speed delivery, offering a mix of townhomes and detached single-family homes—some with ADUs.
